Land-based casino

The Indiana House dealt a death-blow today to Gary's hopes for a land-based casino by voting 57-42 to reject a proposal that would have allowed an inland casino in the Steel City.

The House voted 57-42 to reject a proposal that would have allowed one of Gary's two lakefront casino to locate inland, near the Borman Expressway and Interstate 65.

The amendment would also have allowed for land-based casinos to replace existing boats in Hammond and East Chicago, and other Indiana boats would have been permitted to go land-based

This is all nuts to me. I do not understand..Who owns the river? You can get on a boat and play but not on land? What is wrong with this picture?

I can understand if they have to go out in the ocean to international waters, but for the life of me I can't see why on a river and not on land?

Can anyone explain this to me?
