No end in sight for US, Antigua gambling battle

Somehow this doesnt surprise me in the least. I didnt think it would be that easy.

What exactly is the hold up. I know that people
disagree but they have been at it for quite a while.
Is money the issue here? I'm curious to know what
it is that they are not agreeing upon.
